someone could be lvl 20 pve by the end of the day, but i dont think your purpose of playing the game was to "race to max lvl" right? it would really depend on the person, type of class charac they had, and how good they know the missions and their charac skills and builds, that determine their speed of going through the game, i guess.
theres so much content to discover and try. personally, ive played about a days (24hr) worth only from all the beta events and reached lvl 10, but i think i got everything done needed at that lvl and from what ive read, i havent done anything yet.hehe...theres just a ton of content to go through still, which really makes you want to play more...(the same with any other rpgs) so, i guess if your into the lvling race there will be ppl @ lvl 20 and if not, it doesnt really matter the level, but there will be ppl @ lower levels who've done more of the content than higher lvls and so, you will never be behind. Since there will be people joining continuously, or restarting with new characters, you will never get behind
You will probably not be the first person to get to lvl 20, but it has been said before: this game is not really about levels but about skill so don't worry about your level ... |

"Being behind" in Guild Wars isnt comparable to other MMO games. Being behind in Guild Wars is more like having less actual play experience/practice (you as a person) instead of character experience (your characters experience points).

I would not worry about what other people get to. Enjoy the game, who cares if you are starting alittle later. It will not take to long to level. But I would exepct people to be close to 20 after the first weekend of playing, if not 20.
